Context
PaCIVICa was established to strengthen Pacific participation in civic and public life in Aotearoa New Zealand. While Pacific communities are growing rapidly, representation in decision-making spaces remains limited, highlighting the need for structured pathways into leadership and governance.
PEP supported the early design and development of PaCIVICa as an independent civic initiative focused on leadership development, civic education, and long-term participation in governance systems.
The Challenge
Building a new civic initiative required more than programme design. It required establishing governance foundations, clarifying strategic purpose, and creating structures capable of sustaining long-term impact beyond individual projects.
The work also required balancing community credibility with institutional expectations, ensuring the initiative could operate confidently across grassroots and government environments.
Our role
PEP supported the institutional design of PaCIVICa, contributing to early governance thinking, strategic framing, and programme architecture. This work focused on ensuring the initiative was built on strong organisational foundations rather than short-term activity.

Outcome

This work demonstrates PEP’s capability in institution design — supporting the creation of initiatives that address structural gaps rather than simply delivering programmes. It reflects PEP’s focus on building organisational foundations that allow purpose-led initiatives to endure.
